The Early Learning Coalition of Flagler and Volusia Counties (ELCFV) works with private and public school programs. They help children from birth to age five. The ELCFV helps parents to prepare their children for school. Parents can enroll their children in Voluntary Pre-Kindergarten (VPK) programs to help with this.
